for data-tables and workflows one sees this toggle to show also resources not assigned to projects.
How am I able to create resources not assigned to projects (ONE DATA API?) and what use-cases are there for this?

To my knowledge, resources without projects are only a legacy feature. One way to achieve it is by creating a workflow via the API without assigning it to a project subsequently.
It’s there for historical reasons (there was once a time without projects).
It’s not really supported anymore, resources should be in projects but it’s still not hard enforced currently as @stefan.ganser said.
